The Board of Supervisors of Springfield Township,
Huntingdon County Pa.
Held their first-Anual Meeting at Maddensville on the 7 day of march 1910, at which the following business was transacted.
1st. The meeting was called to order by the President, Kirk Ferrenburg,
2nd. Emory L. Wible, Wible was duly elected President - for the ensuing year,
3rd McClellan Covert was elected Secretary.
The Supervisors Emory L. Wible, Caleb Nead, and McClellan Covert
Met at Maddensville on the 12 day of March 1910 and instructed Grant Madden and J. G. Lane to make out a Duplicate for the year 191, and laid 7 mills for work tax, and two mills for cash tax.
Also at the above meeting the Supervisors divided the said Twp. into three Divisions.
Emory L. Wible is to oversee the Southern Part, McClellan Covert - the Central Part - and Caleb Nead the Northern Part.
Resolved further that we set the wages for a single man for one day will be $1.25 until the first day of July after which the wages will be $1.10, and The wages for a two horse team $2.50 and $2.00 for a one horse team till the first day of July.

The supervisors of Springfield Township Met on above date and organized.
1st. Apointed H.G. Ashton as secretary & Treasurer of said Board of supervisors. for the term of one year
2nd. Apointed McClellan Covert as President and Chairman of The Board of supervisors for one year
3rd. Instructed secy H.G. Ashton, to give notice to Eli Ferrenburg and his Bondsman to settle same am't due Springfield $24.60 more or less and report within 10 day to said Supervisors.
4th. All Tax must be payed in cash for this year 1911 to Tax Collector H.R. Loce.
5th Also Made out dublicate of Taxes of said Township am't to $750.89 Cash Tax
3/29 H.G. Ashton resigned Treasurer and Board apointed J.S. Reheart
5/1 Board Supervisors of Springfield Township Met at Maddensville. For monthly settlement and to pay of the over-paid tax of 1910, also call in the outstanding orders to be paid.

Dec. 4th 1911 Board of Suppervisors met at The Regular place (Maddenville) and McClellan Covert in the Chair.
1st. Moved and second McClellan Covert President & elected.
2nd. Move and second H. G. Ashton as secretary and elected
3rd. Moved and second that.
The Board of Supervisors held their first Anual meeting at Maddensville 13th day Dec. 1911 at the following business was transacted
1st. The meeting was called to order by The president McClellan Covert
3rd. McClellan Covert was elected President for the ensuing year
4th. H.G. Ashton was apointed Secretary for the Board of supervisors of Springfield Township, Pa. for the ensuibg year
5th. Jacob Brown was Elected Treasurer of the Board of
Supervisors of Springfield Township, Pa. for the ensuing
year.
6th. Making out duplicate for said Township and placing same in the hands of District Tax Collector for year 1911 & 1912
7th. All Cash Tax to be paid in cash & said
Tax Collector be instructed to Receive only cash for tax & Pay in
cash to Treasurer only,
8th. The Board of Supervisor to lay 10 mills Tax (Cash)
9th. Resolved further that we set the wages for a single man one day 10 hours 1.25 and the Wages for a two Horse team 2.50 and said driver is to work with team and 2.00 for one horse team. and further any one not doing his duty the said supervisor discharge same and noyify sec'y Board, same to be paid at once, in cash
10th. Resolved to meet 1st day of each Month to pay & settle with Supervisors time.
11 On 1st day of each month the Treasurer shall report the am't of cash on hands to the secretary.
12th. All persons that was exonerated on last settlement day Dec. 4, 1911 shall not be alowed to work, unless They comply with the last exoneration, and pay the same by giving the Supervisors an order to said Tax Collector to lift the am't assessed against him.13 The said Sec'y to report to Board on every Regular Meeting the full am't expended in dis't Roads & full amount to date. and he shall Keep the same on file from time to time for Reference of Supervisors.

conditions when the bridge is not pasable or when traction engine
come to fuss they shall have the right to use the old Road or other
large load that may injure said ?sigr second by Jacob Brown so was
adoped. When Road being used Gates or Bars must be closed. So it be
agreed between Roy Weight and the said Board of Road Supervi's of the
above conditions of the Road Supervisors of the First part and Roy
Weight of the second part.

sworn in and organized, by the following,

one year. That he have the exclusive right to hire and discharge men
as he seams fit to work at such time and place as he my desire, and
to meet at the regular meeting place and report to said Road
Supervisors the Conditions of Roads and work done by him, on the
first month, and we the said Road Supervisors demand a Bond of the
said Road Supertended of 500.00 for the maintainance of Road. Second
by Scott Cutshall so was adoped to Have a Road Superantandant.
Moved by James Linn that we appoint H.G. Ashton Superentanad of
Road of Springfield Township - for one year. Second by Scott
Cutshall, so was elected appointed
Moved by Harvey Wible that we set the Mens wages 1.25 per day 10 hours for the Men and we pay 3.00 for team and the Man to work and the Road Master to have $1.50 for day of 10 hours a second by James Linn so was adoped.
The said Auditors set the wages of the Supervisors $1.66 per day 10 hours.

per day of (10) ten hours for use of said engine.
3rd. Supervisors reserve the privelage to discontinue the use of said
engine whenever they deem it necissary, and to use Teams or
whatever the said Supervisors think is best for the Township.

That on the 20 day of Jan. 1917, the board of Township Supervisors
Aforesaid adopted a resolution providing for the levying of a
special road Tax in Springfield Township for the levying Current
year of five mills upon each dollar of assessed valuation of
property, providing Your Honorable Court authorizes such levy, and
further providing for the presentation of this petition.
Your petitioners therefore pray that an order be made authorizing
and directing the Twp. Supervisors of Springfield Twp. Hunt. Co.,
Pa. to levy an additinal or special tax of five mills upon the last
assessed valuation of property in said Twp. for the current year
ending the first Monday in Decenber 1917 for the purpose of paying
the out standing indebtedness against said township, & they will
ever pray.

On motion of GM Covert seconed by Sylvester Cromwell it was unaminiously resolved that the Township of Springfield borrow from the First National Bank of Three Springs Pa the sum of Five hundred and fifty dollars, on if such loan cannot be secured from said Bank then to borrow said amount from any bank in Huntingdon County, and the township give its note to such bank for said loan payable in three months, and signed for the township by its supervisors or a majority of the board; the funds so borrowed to be applied to payment of attorney's fees and witness costs in the case of Lou Winegardner against Springfield Township so far as is necessary and any part of the fund remaining to be applied to other debts of the Township, and to renew such note from time to time as may be necessary.

8th. The Township Auditors -- E. J. Madden, A. F. Cutshall and H. G. Ashton unanimously agree that the Secretary, J.G. Lane, shall receive as his salary as Secretary for the Board of Supervisors, for the year 1918 (2) two percentum of all moneys paid out by the Township Treasurer.
9th. The Township Auditors -- E.J. Madden, A. F. Cutshall and H.G. Ashton unanimously agree that the wages for the Township Supervisors shall be ($2.00) Two Dollars per day for working on road and ($1.50) One Dollar and fifty cents for attending regular meeting Said wages being for year 1918.
10th. The present Board agrees to sign up all out standing Orders and borrow money for the payment of the same.
11th. The balance of the time of meeting was spent in signing and issueing orders.
12. The said board of Auditors suggested to the Supervisors that they have as few a meetings as they the board of Supervisors, can possibly get a long with.

3rd. G.M. Covert was to see after a foot way for school children a cross the brook by Harry Maddens, also G.M. Covert was to see after the bridge across the brook between J.G. Lanes and J.K. Leaders on James Wilsons mail route.
4th. Order for $718.10 was issued and given to Secretary J.G. Lane to be paid in at the Three Springs Bank as payment on the old indebtedness as per permission from the Court to lay an extra 10 mills for that purpose.

Dec. 28, 1918.
Board of Supervisors met the Auditors at Maddensville on the 28th. Day of Dec. 1918, on acount of the Sickness of the Tax Col. J.S. Mort, our meeting was putoff from its regular date.
On account of the absence of G.M. Covert, Sylvester Cromwell was elected to serve as president pro tem to transact the Settlement with the Auditors.
The Auditors approved and praised the work of the Supervisors during the year of 1918.
The Auditors set the wages of the Supervisors to be the same as the previous year that is the wages for 1919 are to be the same as they were for 1918, i.e. $2.00 per day or 20 cents per hour for time on working on the roads and $1.50 per day (or 15 cents per hour) for time spent at attending regular meetings.
The New Board then organized by electing Sylvester Cromwell to act as president of the board for year of 1919.
J.G. Lane was elected to serve as Secretary for the Board of Supervisors for the ensueing year of 1919, at the Salary of previous year.
Board adlourned to meet at the Election School House on the 25 of January 1919, being the last Saturday of said month at an early hour in the morning

1st. Board of Supervisors Meet in regular meeting, Members present Sylvester Cromwell and J.B. Roher, G.M. Covert being absent.
2nd. The reading of last minutes of last meeting
was then called for.
3rd. The minutes were adopted as read.
4th. The board then, that is the ones who were present, Sylvester Cromwell and J.B. Roher, agreed to petition to the Court of Huntingdon County for permission to lay an extra 10 mills tax on the Road Tax Duplicate for the year 1919 for the purpose of paying on the old debt of the Township.
5th. The said board then instructed J.G. Lane, Secretary, to employ W. M. Hendersin, attorney-at-law, to see after the townships interest in this matter.
6. The Three Springs Bank then produced a Dun claiming a $550 Note due in the Bank by Feb. 21, 1919.
7th. As the said board had all ready over drawn their credit or deposits in said bank, they then and there agree and did borrow $418 from Sylvester Cromwell and instructed the secretary to deposit enough of it in said bank to replace the amount that said board had over drawn, and balance to be paid on the $550 note, and a new note then given.
8th. Board then adjourned to meet on the last saturday of March 1919.

9th. The following is a brief discription of the Secretaries doings in carrying out the previous instructions of the Board of Supervisors
10th. On Saturday Feb. 1st. 1919, J.G. Lane , Secretary, Paid $375 on the old note and deposited $25 in the bank on what the Supervisors had over drawn, and Sylvester Cromwell had already deposited $18 making a total of $418, and wrote and gave a note to Sylvester Cromwell a note for this $418 as the Supervisors had borrowed this $418 from Sylvester Cromwell for township purposes.
11th. The amount put in bank on deposit was $25 + $18 = $43.
12th. The Secretary then gave the Bank of Three Springs the Supervisor's Note for $175 for 9 months, said note will fall Due on Nov. 21, 1919.
13th. Secretary wrote an Order on the Supervisors for the 3 Springs Bank for $7.88 to pay up the interest on this old note of $550 and then gave the new note of $175.
14th. Secretary called for a settlement on the Bank to show up the Township indebtedness and found the two notes one for $990 and the one for $550 making a total of $1540 then after paying the $375 leaves the Debt in 3 Springs Bank to be $165, and the total Townships debt is, as near as the secretary can find out, as follows:

15th. The Secretary employed W.M. Hendersin, Attorney-at-Law, to look after the Supervisor's interest in a petition to the Court of Huntingdon County for permission to Lay an extra 10 mills tax on the said township property for the year 1919, after the following Resolution had been moved and adopted by said Supervisors:
On motion made by Sylvester Cromwell and Seconed by J.B. Roher and upon which all three Township Supervisors voted in the Affirmative, the following resolution was adopted:
Resolved by the Board of Township Supervisor's of Springfield Township that
pursuant to authority granted by the Court of Quarter Sessions of Huntingdon

shall, and do now here by levy a special or additional road tax for the year

property in the Township: for the purpose of meeting the out Standing indebtedness

Board of Supervisors meet on Sept. 27 - 1919, in regular meeting - full board present.
1st. Minutes of last meeting were read and adopted by full board
2nd. Resolved that we issue an order to the Austin - Western Road Machinery Co. for $28.00 for a new Road Drag, Due Sept. 1st, 1919.
3rd. Issueing Writing of Orders to Date.
4th.Signing and Issueing of orders.
5. The Duplicate for the year of 1919 Shows Valuation of Springfield Township to be $68809 @ at a 20 mill Tax will make total tax for said Twp. to be $1376.18 Half to be worked out and half to be paid on old Debts. Assesser Geo. E. Madden afterwards made a Special Assessment on new residents to the Valuation of $510 @ a 20 mill tax gives an extra tax total $10.20 Half of which is $5.10 to be paid on old Debts and half to be worked out.
On Sept. 27 1919 said Springfield Township received a back appropriation for year 1914 of $298.11. Making total Tax to be worked out {Original Dep $688.09

I, J.G. Lane, Sect'y Deposited $200 in Three Springs Bank, Money borrowed from Wm. Cromwell, and gave the Twp's Note.
On said date I issued the Twp. Order to Three Springs Bank for $350.80
which order lifted the $175 note also the Jacob Brown note of $175.80.
On said date I issued Order to Three Springs Bank for $529.72 as follows
$500 on old debt and $29.72 interest
On Nov. 19, 1919 I issued and order to D.A. Lane for $39.72 to lift and
old note given Feb.6, 1915 by J.W. Linn, W.S. Gutshall & H.A. Wible Supervisors

1st. Reading and adopting of Minutes of last meeting by full board.
3. Organization of New Board
4th. By order of full board Sylvester Cromwell was elected President for the year 1920.
5th. Resolved by full board present that J.G. Lane act as Secretary for Board of Supervisors for year 1920
6th. Resolved that the wages for the ensueing year, 1920, will be as follows:
For a 2 - horse team and driver 40 cents per hour. for a 1 - horse team and
driver 30 cents per hour.
For a single hand 20 cents per hour, - also Auditors set Supervisors wages
at 25 cents per hour while on the roads.
7th Resolved that we issue Orders to all that were now written as there were
not enough money in the Treasury to meet said orders it was resolved that
Secretary find out as nearly as possible how much was over drawn and give
Township note to meet said amount.
8th Secretary deposited $40 money of William Cromwell on December 6th, 1919 and same date gave William Cromwell the Twps. Demand Note.
9th. On December 6, 1919 Secretary deposited 168 $186.58 Money of Sylvester Cromwell the Township's Demand Note.

11th. P.S. On December 1st. 1919, Board of Supervisors by a proper resolution of said Board, the taxes for 1920 was fixed at 10 mills, that the last assessed valuation was $59190 and upon which valuation the taxes will be less than $600 and that there will be required a tax of $700 at least to maintain said roads.
12th. That there is an indebtedness of $1142.34 and said taxes will be uncificient to pay anything on Old Debt. Therefore be it resolved that we the said board petition to the Court of Quartersession for permission to lay an extra 10 mills tax on the assessed Valuation for the purpose to help to pay off our old debt, an so we will ever pray.
13th. During February Court, W.M. Henderson Attorney -at-Law presented our petition to the Honorable Court of Huntingdon County and obtained permission from said Court granting the Supervisors of Springfield Township permission to Lay an an extra 10 mills on the taxable property of said Township for the purpose of paying on our Old Debt, said tax is to be collected same as other taxes are by law collected.
14th. On February 26 J.G. Lane Secty received notice from Allen Cutshall cashier of Three Springs Bank, Notifying him that the Supervisors of Springfield Township had over drawn their account on said Bank by fifty dollars.
15 As this matter needed attention at once, J.G. Lane, Secretary
Deposited fifty $75 dollars to the credit of said
Twp. in said Bank on Feb. 26, 1920.
