Supervisors Meet at Bart Mansbargers on above day and date, full board present. After the Supervisors had handed in their time for men employed, the following resolutions were resolved and and adopted by full board.
1st. Resolved that we buy the following pipe from H.L. Boyer, of Galion Iron Works JohnsTown 709.
Resolved that we get for

The Board of Supervisors of Springfield Twp. Hunt. Co. Pa. meet in regular meeting on the above place and date. Full Board Present. At this meeting the following resolutions were unanimously adopted.
1st. Resolved that we petition the County Commissioners for County Aid to repair the road from Cromwell Twp. Line, near Jacob Duffey's farm, South to Meadow Gap a distance of near 5728 feet.
2nd. Resolved that we Petition the Highway Department of Harrisburg Pa. for State Reward for placing a Bridge across Elliot's Run approximately 5780 feet South East of Selea where the road leading from Mt. Carmel Church intersects with a road leading fromSelea to Maddensville
3rd Resolved that we Petition the Highway Department of Harrisburg Pa. for State Reward for the Installation of Culvert Pipe where ever needed in Said Township, Hunt. Co. Pa.
Board then proceeded to hand in the Time for their employes, and Secretary wrote orders for same. Board then adjourned to meet on Saturday May 24, 1930, at 7 A.M. at Maddens School House.

The Board of Supervisors meet in regular meeting at Secretarie's office, full board present. At this meeting the following resolutions were unanimously addopted.
1st. Resolved that we Rent from H.L. Boyer of Johnstown Pa. a tractor for use of the Township as follows:
Article of Agreement,
Made and Entered into this 23 day of May 1930, by and between Dean Boyer of the first part, and Springfield Twp. Supervisors Huntingdon Co. Pa. of the second part, Witnesseth, that the said party of the first part, for and in consideration of the payments, covenants and agreements herein after mentioned and expressed, which on the part, of the said parties of the second part are to be paid, done, kept and performed, has this day leased and let, and by these presents doth lease and let unto the said parties of the second part, the following described personnal property of the value of Five ($500.00) Hundred Dollars, to wit: One Emerson Brantingham 12 - 20 Tractor for and during the term of Two years and four months from May 23, 1930, at the Semi Annual rental of Ninety ($99.00) Nine Dollars. In consideration where of the said parties of the second part agree
1. To pay the said party of the first part his heirs or assigns, on ninety ($99.00) Nine Dollars Delievry of said tractor. And, Thereafter, the said Semi Annual rental of Ninety ($99.00) Nine Dollars for and during the term of the Lease
2. To keep the said property in good, first class condition and repair, and have it sufficiently insured in some reliable stock insurance company, in the name of the part of the first part, during the term of this Lease.
3. It is hereby agreed, by and between the parties hereto, that in case the said parties of the second part fail to pay the said rental at the time and times when the same shall become due and payable, or fail to perform any of the Covenants or agreements herein contained to be performed by them, then the said party of the first part, his heirs or assigns shall have the right and are hereby authorized to retake possession of the said property where ever found, and recover from the said parties of the second part, for any and all injuries done to the said property: and in case suit is brought and judgment obtained for said injuries, the said parties of the second part hereby waive all benefits arising from the exemption laws of Pennsylvania.
4.And the said parties of the second par, hereby authorizes and empowers any attorney of any Court of Record, as often as default be made in the paymentof the said rental as aforesaid, to appear for the said parties of the second part, and confess a judgment or judgments against them for the amount of rent then due and unpaid, with interest and cost of suit, with attorneys commission of 5 % for collection, with release of all errors and waiving all benefits arising from the exemption laws of Pennsylvania, right of inquision on realestate, stay of execution and right of appeal.
5. It is Hereby Futher Agreed, that in case the said parties of the second part shall faithfully carry out the terms and conditions of this agreement, which on their part are to bepaid, done kept and performed, and shall wish to purchase said property at or before the termination of this lease, then the said parties of the first part, his heirs or assigns, hereby agree that upon payment to them of the sum of five ($5.00) Dollars, they will make and deliever unto the said parties of the second part, a good and sufficient Bill of Sale of the said property, and will allow all previous payments of rental made by the said parties of the second part as part payment of the said sum of Five Hundred ($500.00) Dollars.

Board of Supervisors meet at Bart Mansbarger's Home instead of J.G. Lane's Office as was previously announced at last meeting. Full board was present at this meeting. The leading business transacted at this meeting was writing orders for the different employes of the said Supervisors.

Board of Supervisors meet in a Special Meeting, Called by W.E. Waters of State Highway Department. Bart Mansbarger and S.R. Matthews present, Elmer V. Mellott absent. At this meeting the following resolutions were adopted.
1st. Resolved that we Make Application Grade and Drain One mile of Twp. Road beginning at Cromwell Twp. line, near farm known as Duffey John's heirs and running South toward Meadow Gap to near a farm known as Conard farm, known as Application # 374A
2nd. Resolve that we make application for Covering and Oiling the above road. This Application known as #375C.
3rd. Resolved that we make Application for puting in a bridge across Elliott's Run near where a road leading from Mt. Carmel Church joins a road from Selea to Maddensville. This Application known as # 437G
4th. Resolved that we make application for the installation of the following pipe:

Sam Matthews wants 1 - 12in 18 ft.

The Supervisors meet the Auditors and reorganized the Board for the Coming year of 1931.
1st. Resolved by full board Bart Mansbarger, Sam Matthews, and Elmer V. Mellott that Bart Mansbarger Serve as President of the said board for the year 1931.
2nd. Resolved by full board that J.G. Lane Serve as secretary for the board for the year 1931.
3rd. Resolved that we leave the wages same as last year that is $4.50 for a two horse team and driver, and $2.50 for a man for a 10 hour day.
4th. Resolved that we leave the mileage same as last year, 10 mills.
The Auditors Set the Supervisors wages same as last that is $3 per day for work on the roads, and $2.50 for attending meeting. The Auditors found the Collector Owes the Twp. $123.79 and we have $190 in Bank and Collector has $275.75 to collect yet, but Collector owes Supervisors only $123.79

Resolved that the Supervisors of Said Springfield Township in Special Session assembled on this 18 day of March 1931, do on behalf of Said Township hereby petition for County Aid as herein before stated.
Whereas The Section of Highway in Springfield Township, County of Huntingdon Commonwealth of Pennsylvania Starting at Selea or Brownsville and running north by Springfield Baptist Church to-ward Pogue to Cromwell Township Line, being about 10560 feet in length is in need of improvement or maintainance and Where as The Township of Springfield desires to take advantage of the act approved June 12 1919. P.L. 450 as amended by act approved March 10, 1921 P.L. 26 as further amended by act approved May 8, 1929 P.L. 1651 permitting Counties of the Commonwealth of Pa. to appropriate and expend moneys for the improvement and maintainance of State Highways and State Aid Highways or any other Public Highways in any County of the Commonwealth etc. therefore be it resolved.

It was sent in for county aid to be put on road leading from Frank Maddens house to A.F. Cutshall's barn a distance of near about 23000 feet there for the application for Co. Aid was made out by secretary.
Also The board agreed to make application for a foot bridge a cross the creek between J.E. Clark and T.G. Locke and sectary was ordered to find out from which firm he could get the cheapest. The board then agreed to hand in their time for their different employes for the month.
Then the board adjourned to meet on the last saturday in Sept which will be Sep 26, 1931.

The Board of Supervisors met in session with The Twp. auditors and the auditing of the accounts were audited, the meeting was held in the Maddensville School -house. All members of Supervisors were present except H.O. Brown. Auditors present were C.O. Frehn & Merrill Wible. Tax Collector, Dice Ramsey was present. Bal in bank of Three Springs showed $101.55 at the beginning of the auditing. Orders were drawn to pay all out standing bills.
The New Board of Sup. reorganized as follows,

The millage set for 1938 was 4 mills. The budget was set for removal of snow, to be 2 mills. The board issued orders to pay interest on Note of Freda Locke $650.00, in the amount of $32.50, Int. was at 5 %. The Old note was lifted by Sec'y and a new note made out and given Freda Locke.
All members of the board gave their consect to have the Sec'y look about getting new case to care for township documents. The Same Sec'y -- Treasurer, Richard Cutshall, was duly appointed by sanction of all Members of Board of Supervisors. Wages to be same as 1937 Regular Meetings for compensation of Supr. to be $2.50 per meeting Unpaid tax on 1937 duplicate $143.78 A motion was movfed & seconded to adj.

The Budget for the year 1939 was made up & approved by the entire board. The board ordered the Sec'y to Mkae out an order to Dept. of Int. Affairs to the amount of $2.60 to cover the tax of Indebtedness of the Road District, Orders were directed drawn to each of the following members and the following amt. of orders to each for attending convention.

The Board of Supervisors met in session at the Sec'y Home, All Members being present.
The board ordered the Sec'y to place an order for a Duplicate and 200 Tax cards, to be ordered from Kurtz Bros., Clearfield Co. Pa. Orders were to be drawn later, as soon as the Sec'y sees what balance is in the Bank.
It being moved by Ralph Fleck & Seconded by Henry S. Ramsey to adjourn, The meeting then adjourned.

The board of Supervisors met in regular session at The Maddensville School House Ralph Fleck & Henry S. Ramsey being present. The purpose of the meeting was to take up the matter of Tax collector. The Co. Commissioners appointed B.F. Baith as Tax Collector. -- Blank bond and a Warranty paper were given Mr.Baith to be sworn to and returned to the Sec'y of The Road Board, upon the Sec'y receiving the bond & Warranty, he is to deliver the Tax Duplicate and Tax cards.
Orders were drawn in the amount of $2.50 to Each, Ralph Fleck & Henry S. ramsey. There being no other business to transact, a motion was made by Henry S. Ramsey & seconded by Ralph Fleck to adjourn, Themotion carried & the meeting adjourned.

The Board of Supervisors of Springfield Twp. Met on Jan. 7, 1939 and organized the bOard as follows:
Two members present were Ralph Fleck and Henry S. Ramsey. Henry S. Ramsey was nominated & elected President by the Board. Richard Cutshall being nominated by Ralph Fleck & seconded by Henry S. Ramsey, he there being unanimously elected Sec'y.
Chas. Rotz, Assis. Cashier of 3 Sprgs. Bank declared by vote to be Treasurer of the Board. The Compensation of The Reg. Meetings was set at $3.00 by the Auditors. The Board directed The Sec'y to Make New Note to Freda Locke for $475.00 for 1 yr @ 5 %. The Int. on Same to be paid at the end of the year. Also drawn order for $32.50 to Freda Locke as Int. on Note of $650.00 for the year 1938.
The Supervisors set the Wages for the following:

The Board of Supervisors met in regular Session at the Home of the Sec'y Richard Cutshall, on the ive of Feb. 13 -- 39. They prepared the Tax to be $2.60 which they authorized the Sec'y to draw an order for $2.60 to the State Dept. as tax on indebtedness.
The Auditors (C.O. Frehn and Merrill Wible) met at the same time and place to furnish the auditing papers which were late arriving. On acct. of insufficient am't. of funds in the Bank, the orders are to be drawn at a time when there is enough money in the Bank, for this meeting.

The Board of Supervisors met in Reg. Session at the Home of the Sec's on May 22, 39 in The Evening at 8 o'clock. All Members of the Boards were present.
They moved and Seconed the Motion to have the Sec'y to Issue orders for the meetings that were not paid on Jan. 13, 39 and Feb. 13, 1939. Also for the Meeting for May 22 -- 39 to the Supv. Also orders to Kurtz Bros. for Supplies for $2.14. Also orders to Thomas S Stephenson $12.00 for one year's Subscription to the Road Builder. {An order had been drawn to the Revenue Dept. for $2.60 as Tax on Indebtedness on Feb 13 - 39}. An order was drwn to Dallas Fleck for $3.75 for going to Huntingdon & Bringing Drags to Springfield Twp. (3hrs. @ $1.25 per hr.)
Ralph Fleck was nominated and elected by a majority to act as Foreman on the Twp. Roads of which the State has authorized the Board of Supervisors to see after the maintenace, construction etc. of the Twp. Roads.
The Board Voted by full vote to pay the same wages as the Highway Dept. for labor, draggers, and all other forms of work. There being no other business it being moved and second, by Henry S. Ramsey and Ralph Fleck to adjourn No time being set for the next meeting.

The Board of Supervisors met in regular session at the Home of the Sec'y Richard Cutshall on the eve of June 20, 39. All members were present, -- Henry S. Ramsey, Ralph Fleck, - James Leader.
The Entire Board voted Aye to take out the Compensation Insurance thru Ralph Gutshall Agt. for the Penna. Thresermen & Farmers Mutual Casualty Insc. Co. The board authorized the Sec'y to issue an order for 1/3 of $73.00 or $24.34 as a part payment on the compensation. Also to draw an order to The Keystone Printing Co. of Mt. Union for $3.50 for Printing400 Tax Cards. The Board authorized the Sec'y to order a New Order Book for the 3 Spgs. Bank. The Board By entire vote decided to pay the labor, etc. on the Road once each month The First day of each Mo. was set for pay day.
The Board decided unanimously to buy 8 picks 6 shovels 2 Maddocks. One Wheelbarrow. and 12 Pick Handles 2 - 8# Napping Hammers, and Handles -- 1 - 12# Hammers & Handles 1 - Pinch Bar -- 2 Prs. Goggles -- 1 First Aid Kit.
Orders were issued to each Supervisor for $3.00 each, for the Reg. Meeting held on June 20 - 39.
The Supervisors were to notify at least 3 truckers for bids for price per hr. for use of Truck & driver. - Bids to be opened July 1st.
The Board resolved to have Foreman hire the labor as needed and to divide the work as evenly between the people as conveniently to do.
The Board voted by entire vote to Hire the following men to Drag. except Paul Fleck, Leader & Ramsey gave vote yes for Paul Fleck.

Roads of which the State allocated to operate same. The Board examined the Time - book of the foreman and the Pay Roll sheet also the Sec'y's Rep't which was to be made out on July 31. The Entire Board Gave their approval. They authorized the Sec'y to draw orders for the Labor which had been drawn up to July 31 Incl. and also to Issue order to C.H. Miller Hardware Co. for Road Tools. The orders were drawn from the State Fund.
