The Board of Supervisors met at home of Richard Cutshall and organized for the year 1940 as follows:
Henry S. Ramsey being appointed as President

Ralph Fleck "" "" Forman.
Zane Anderson presented his oath of office of supervisor, and therefore took
part in the organization. The Board by unanimous action set the wages
pertaining to the work as follows for the State Fund.
Foreman $0.50 per hour
Skilled labor - $0.75 per hour
Truck & Drivers - $1.00 per hour.
Common labor - $0.45 per hour.
Team & Drivers $0.65 per hour -- Draggers.
The Board set the wages, of the Twp. Fund, as follows.
Foreman $0.50 per hour

Truck & Drivers - $1.00 per hour.
Common labor - $0.45 per hour.

The pay of the Supervisors for attending this meeting is to be paid to them on Auditing day Jan 6, 1940, after the auditors set the rate, per meeting, of the Supervisors.
No other business to be transacted the meeting was declared adjourned. The millage was set at 4 mills for 1940 The time and place of the next meeting is 8 A.M. at the Maddensville School house on Jan. 6, 1940.

The Entire Board of Supervisors & Baith met at the Maddensville School House themAuditors and transacted the foll.
The Board of Supervisors, Tax Collector & The Full board of Auditors were present. The Auditors audited the acc'ts of both the Board of Supv. & Tax Collector. The Auditors set the compensation of the Supervisors for the monthly meetings @ $2.50 -- and they also set the hourly rate of Pay to the Supv. working on Twp. funds at 45 ¢ -- Bubject to change if and when the state fails to contribute to the Twp. a State Fund or when the Ruling of the Dept of Highways do not require that rate, the same as the Depts note.
An order was drawn to Freda Locke $23.75 as Int. on Note of $475.00 for the yr. 1939. A pay't was made to Freda Locke in the sum of $200.00 on the Note of $475.00. A new note was made out to Freda Locke for $275 for one year from Jan 6 -- '40. and given to her by Richard Cutshall. Orders were drawn to each of the 3 Supervisors in the amt. of $2.50 for the attendance of the Organization Meeting Held Jan 2 - 40.
Orders were drawn to B.F. Baith for his Collection of Tax during the year 1939. Orders were drawn to Richard Cutshall Secy for his Compensation, Postage, & Suit Case which he purchased for the keeping of the Twp. Stationary Property. Orders were drawn to each of the 3 Auditors in the sum of $5.00
The newly elected Auditor (James W. Leader) did not take any part in auditing the Supervisor's acc't but assisted in checking on the Tax Collector acct.
The meeting was declared adjourned until a call by the President of Board of Supervisors.

The Full Board of Supervisors met at the Home of Richard Cutshall on Eve of Jan 31, 1940 and make out pay Roll, Annual Budget and Loan Taxs Report. Checks were drawn to State for $17.08 and also for $1.90 from Twp. funds for Tax. There being not sufficient funds in the Bank to pay for Convention Attendance & Supv. Reg. Meeting, It was decided to pay the Supervisors for the Reg. meeting (It was paid) and as soon as there is enough money in the Bank orders will be drawn for Con. Attendance.
No other business to attend to the meeting was declared adjourned by the President.

The Full Board of Supervisors met at the home of the Sec'y and organized the Board for the year 1941 as : follows.
Zane Anderson was elected Chairman of The Board (Voted for chairman were Fleck & Anderson.) (Henry S. Ramsey did not vote) All members of the Board voted for The Present Sec'y Richard Cutshall to serve as their Sec'y for the year 1941. The First Nat'l Bank of Three Springs was unanimously appointed by the Board of Supervisors.
The millage was set for the year (1941) at 4 mills. The Board accepted the nomination of Ralph Fleck & Henry S, Ramsey as Foreman, then a Vote was taken and each of Fleck & Ramsey) Rec'd their own support and then Zane Anderson Voted to break the tie which gave the majority of 2 to 1 as Fleck to serve as Foreman for the year 1941. The Supervisors unamisly voted to have the wages set as follows for road work.
Skilled labor at 75 ¢ per hr. Truck & driver at $1.00 per hr.
Common labor at $.45 per hr. 2 H. Team & Driver at 1.00 per hr.
3 Horse Team & Driver .75 per hr. Tractor & Driver at 1.00 per hr.
The Board Voted unamously in favor of meeting semi-monthly to pay for the work concurred on the Road. One meeting (On 15" of each Mo. with exceptions; without pay to Supervisors for the Meeting, Also they are to Meet on the last working day of each & every mo. to Complete the pay Roll & submit the Record to the Hi. - Way Dep at its designated date.
No other business, except setting the time of next meeting (8 oclock A.M. sharp at Maddensville School for the purpose of acting the acc'ts of those whom it concerned.) Moved by Fleck & Seconded by Anderson to adjourn.

The Board of Supervisors met in Reg. Meeting for the purpose of Organizing the new Board -- They inspected the Oath of Office given by their new member (H.A. Wible) They after finding it properly executed they inducted the said H.A. Wible into office. H.A. Wible nominated Zane Anderson for (President or Chairman) Ralph Fleck nominated H.A. Wible, but no one seconded that nomination. Ralph Fleck seconded the Motion of H.A. Wible to elect Zane Anderson as Chairman. The Vote was called by Chairman (Zane Anderson) all members of the board voting for Zane Anderson to serve for the ensuing year of 1942 as Chairman.
Next on order was a nomination for the appointment of Sec'y. Zane Anderson nominated Richard Cutshall, to serve as Sec'y for the ensuing year of 1942. H.A. Wible seconded the motion and a vote was called by the Chairman, all member Voting (yes) for Richard Cutshall's appointment as Sec'y for 1942.
All members voted yes to have the bank of 3 Springs to serve as Treasurer for the year 1942, they also authorized the Sec'y to notify the bank of the appointment.
The Full Board of Supervisors took a vote on buying Insurance (Liability & Property Damage) The Full board Voted yes to take this Insurance as soon as possible.
Be it resolved by Ralph Fleck & H.A. Wible that Ralph Fleck is appointed to Foreman by H.A. Wible voting yes and Ralph Fleck voting yes to have Foreman for the year 1942. Zane Anderson not voting.

The Board of Supervisors took up the matter of Setting the labors wages. H.A. Wible moved to set the wages @ 40 ¢ per hr. -- Was seconded by Zane Anderson. A vote was Called -- All member gave the vote yes to pay the laborers @ 40 ¢ per hr. -- State Fund & Twp. Fund the Same Pay for All laborers etc.

They inspected the State Pay Roll, they approved it and the Board as a whole ordered The Sec. to draw warrants to pay for the same. They made out the State Fund Budget & ordered the Sec'y to retain one copy & forward the other copy to D.C. Stackpole, District Engineer Hollidaysburg, Pa. -- Ralph Fleck made a motion to set the millage at 4 mills for the year 1942, the same as they year 1941. Zane Anderson seconded that motion. A vote was called and all members gave their consent (yes) to have the millage set at 4 mills. -- The mills to be 3 mills for Running use & 1 mill on indebtedness.

The Supervisors met at the home of the Secretary for a special meeting. All members of the board being present. The purpose of the Meeting to elect a foreman an assistant foreman for the year 1946 and Making out the budget.
On account of no agreement between the Supervisors to elect a foreman from one of the board Harvey Wible Made the Motion to elect Ralph Fleck as foreman. This Motion being Seconded by Edgar Long Motion put to a vote and Motion carried. Mr. Floyd Snyder did not vote either way. next in order is election of assistant Foreman, Edgar Long Made the Motion to elect Harvey Wible as Assistant Foreman Seconded by Harvey Wible Motion Carried. two yes and one No. Harvey Wible Made the Motion to Amend the price paid for trucks and Tractors and a three horse drag, trucks $1.40 hr. 3 horse team 1.15 an hr. and tractors according to State specifications and agreement of Supervisors. Motion put to a vote, all Members voted yes, so Motion carried. Harvey Wible Made the Motion that the foreman stands his own responsibility concerning the roads to the board in performing his duties as Foreman. Motion Carried.
The foreman not being a Member of the board it was agreed by the board to pay him 55 ¢ an hr. Motion Made by Floyd Snyder to pay Secretary Eight ($8) dollars a year for light and heat besides her regular salary. Motion carried. Edgar Long made the Motion that any supervisor has the privilege of working on the road at any time under the jurisdiction of the foreman vote unanimous Motion carried . The Millage was set at 4 mills unless a change in valuation and the board reserves the privilege to lower the milleage at any time if necessary. Ralph Fleck resigned as Foreman of the board of Supervisors, and the board accepted his resignation. Edgar Long resigned as President of the board and his resignation was accepted. Edgar Long announced himself as a candidate to fill the vacancy of the foreman. The Motion was seconded and Edgar Long will be the foreman for the rest of the year. Harvey Wible was appointed as President to finish the year.

The Supervisors Met at the home of the Secretary Monday Evening Jan 6, for their Reorganization Meeting only two Members being present. Edgar Long and H.A. Wible. Edgar Long Made the Motion for H.A. Wible to be President for the year 1947. The Motion was seconded by H.A. Wible. Motion was Made by H.A. Wible to retain the Bank as Treasurer and Elsie Madden as Secretary. This Motion was seconded by Edgar Long and passed. Edgar Long Made the Motion to divide the township into two parts, with a foreman for each section, this motion was seconded by H.A. Wible and passed. H.A. Wible Made the Motion for Edgar Long to be foreman for the Lower Dis. Motion seconded by Edgar Long. Edgar Long Made the Motion for H.A. Wible to be the foreman of the upper District the Motion Seconded by H.A. Wible. Edgar Long Made the Motion to pay laborers 60 ¢ an hour Seconded by H.A. Wible Motion Carried. All Equipment Rentals and 2 & 3 horse drag same as last year only subject to change in price if desired.
A check was drawn for the Secretary of $100 for part payment for her services for the year 1946. No More business the business adjourned to meet the last Friday of January.
